Since I devised all of these forms on my own initiative you are perfectly free to develop your own as you see fit. Applicants for membership formerly had to submit a narrative report, containing all the information called for in the "Membership Information" statement. I thought that a membership application form would simplify the membership application process for everyone and therefore devised the form enclosed. I have made some brief notes on each of the mimeographed pieces indicating how I used them. I am sending under separate cover the leftover copies of the "Membership Information" statement. I'm not sure that you will want to use them because my name and address appear at the bottom of the second page. But you might want to use them until you get some ones reproduced. My supply of the application forms is exhausted and the other letters have our University letterhead on them so they wouldn't be of any use to you. Please examine the enclosed "Membership Information" statement. You will note under "Membership Eligibility" that certain criteria must be met in order to qualify for Commission membership. At the time you submitted your application you were not able to answer "yes" to all the items checked in red. Therefore in observing the membership criteria the Membership Committee has no choice but to deny membership at this time. However, from other comments made in your application, it appears that you may soon be able to meet all the necessary criteria. Therefore, I urge you to reapply as soon as you think you are fully qualified. The membership and the chairmanship of the Membership Committee of the CPAE was changed as of the time of the annual meeting in October. The records show that at the Executive Committee meetings preceding and during the Des Moines Conference in 1968 (before my time), all funds held in special accounts were utilized for the survival of the total Association. In light of our improved financial situation, our Executive Committee suggested at its meeting in Atlanta that a thorough review be made of our moral commitment to our several special accounts. Based on our 1970 audit, the subsequent actions of the Steering Committee which will meet on January 15 and of the Executive Committee which meets on February 25, some action will be taken relating to these special accounts. The letter of November 13 should have acknowledged confirmation of your selection "as Chairman of the Commission of Professors" and not of the "Commission on Research." Russ Kleis has received a letter confirming his selection "as Chairman of Commission on Research." Referring to your statement on the inadvisability "for the Executive Committee to interfere with the selection of chairmen within commissions." I would readily agree. However, it was my intent to include the names of Chairmen of Commissions with the nominations of Chairmen of Standing and Ad hoc committees, in my formal presentation to the Executive Committee, for confirmation, at its October 30 session. This action would assure, at least, a "reasonable fulfillment" in spirit of the statement set forth in the AEA-USA Organizational Handbook, Rev. ed. January 1, 1967, page 11 - "Commissions," part B, "...The Chairman of a Commission shall be elected with the advice and consent of the President of the Association." Not assuming the office of President AEA-USA until October 30, I could not officially advise the Commission concerning its candidates for election. Having been informed verbally on October 29, of your election as Chairman of the Commission of Professors, and meeting with the new AEA-USA Executive Committee on October 30 the formal action of "President's consent" was implied in the presentation to the Executive Committee of names for official confirmation. It is to be noted that a rewriting of the AEA's Organizational Handbook is being undertaken, this year, to correct and/or modify selected statements made obsolete by the AEA Constitution revisions of 1969 (Del. Assembly action). We will also take a careful look at Section VIII "Commissions."

I would see this newsletter essentially diffusing inputs from Commission members themselves. I would further see such inputs being very brief and consisting of such things as puzzling questions which bug me, a newly developed course which I am about to teach, titles of student research proposals recently approved in my department, dissertations recently defended in my department, a book that I find very useful in the teaching of a course or courses for which I have responsibility, etc., etc., etc. Now such "hot" information could be useful in a number of ways--not the least of which is to serve as a sort of base from which little sub-cultures within the Commission could form. On the questions of finance, I think an individual from an institution should take this on for a year and. see what happens. Certainly there is an individual who is a member of an institution that is financially lucrative enough to finance this for one year. If after that initial year it proves to be valuable, then perhaps we could think of seeking outside support for its continuance. I wish you a pleasant holiday season. I've received several letters and pieces of information from George Russell but so far what I lack before I believe our committee can really start work is a complete membership list which includes those who have been recently accepted by the Commission. According to your October 30 letter to George Russell there were some 24 individuals whose applications were pending. Have decisions been made about the applicants? As soon as I have a complete list, I would like to make some suggestions to the other members of the membership committee concerning our activities for the coming year. I also have a request from Don Blackburn at Guelph. Don wants to write to all new members of the Commission advising them about what Don's committee on research and dissemination committee is doing.
