Program Development and Evaluation

Course Description: This course will build upon the skills gained in previous courses and will explore and utilize models for needs assessment, program planning, design, development, and evaluation that will meet the needs of customers/trainees, and facilitate adult learning. The focus will be on providing systematic and creative approaches to program development to meet the specific needs of adult learners. Participants will apply this model for program development by: writing a plan of action for a specific learning situation; developing the training or educational experience; developing a plan for evaluation that includes criteria measuring instruments, and success indicators; and delivering a pilot presentation of the program.

Course Objectives:

To provide students with the skills and knowledge necessary to enable them to:

1. Understand the complexity of planning a training/development program.

2. Utilize a step-by-step decision making process for effective planning, development, and implementation of any training program.

3. Utilize a model for program and product development.

4. Write a plan of action and implement a specific learning situation.

Course Format:

The course will utilize lecture, handouts, recommended readings, discussion, small group exercises, and a course project.

Expectation for Students:

Each student is expected to work in a group or individually to develop a simulated program drawn from the personal experiences. A written report will be constructed to include the simulated program outline and an explanation as to the logic and thinking underlying the program. The report should include: Needs Assessment; Program Goal; Terminal or Exit Behaviors; Performance Objectives; Content Outline; Instructional Strategy including Methods/Techniques; Implementation Strategy; Sample Participant Materials and Leader's Guide; and Evaluation Strategy. An oral presentation outlining the above and a Simulated Pilot Training with the group/individual as facilitator (s) and the class members as trainees (when appropriate) will be made during the last weekend meeting. The final written report will be due within 1 week of the last class session.

In addition, each participant will submit a brief 1 to 2 page report outlining their personal learning accomplishments, implications for practice, and their preferred design/development model.

Methods of Evaluation:

Evaluation is based on attendance, which is mandatory for all sessions, participation, and quality of written reports.
